U.S. Secretary of State Marco Rubio is seeking to strengthen energy ties between the United States, India, and Venezuela through increased cooperation with India’s Reliance Industries. During a recent visit to Mumbai, Rubio announced plans to encourage Reliance to expand its processing of Venezuelan crude oil and explore potential opportunities to resume oil production in Venezuela.
Reliance Industries, which operates the massive Jamnagar refining complex in Gujarat, has previously processed Venezuelan crude and is technically equipped to handle its heavy oil grades. Despite importing Venezuelan oil, Reliance currently does not have any oil production ventures in Venezuela. Rubio aims to discuss with Reliance the potential for increased involvement in Venezuela’s oil sector, which may include production activities.
This initiative comes against the backdrop of ongoing trade negotiations between Washington and New Delhi. The U.S. has recently waived additional tariffs related to India’s purchases of Russian crude oil, a decision facing criticism from some U.S. lawmakers advocating for stronger economic measures against Russia due to its actions in Ukraine. The waiver is seen as a step toward facilitating progress in U.S.-India trade talks.
Rubio’s visit to India also includes discussions with senior government officials, including External Affairs Minister S. Jaishankar, and business leaders such as Mukesh Ambani, chairman of Reliance Industries. These meetings are part of efforts to bolster U.S.-India commercial relations while exploring opportunities for energy cooperation.
For India, which imports over 85% of its crude oil requirements, diversifying energy sources is crucial for its growing economy. Increasing purchases of Venezuelan crude could provide Indian refiners with additional supply options. Moreover, potential investments by Reliance in Venezuela could further enhance bilateral energy collaboration.
The discussions highlight Washington’s interest in deepening commercial ties with India and exploring avenues for U.S. and international involvement in Venezuela’s energy sector. The outcome of these talks could play a significant role in shaping future energy cooperation between these nations.
